Jebbia was born in New York City on July 22, 1963. His English mother is a retired teacher, while his American father served in the United States Air Force in the past. When he was around ten years old, his parents got divorced. When Jebbia was a year old, his parents moved him from the United States to Crawley, West Sussex in the United Kingdom. Jebbia returned to the country in 1983 at the age of 19, staying in Staten Island, New York City.

Jebbia had a successful career as a child actor in the late 1970s, playing Tommy Watson in the first season of Grange Hill. Jebbia’s first position in New York was at Parachute in 1983.
