He was born in Brooklyn on May 9, 1940. His father abandoned them when his mother, Dorothy, was pregnant with James. Edward and James lost touch when Brooks was 12 years old. Dorothy passed away 10 years later. James read and wrote to cope with his rough childhood. He used to send short stories to publishers who responded favourably. He attended Weehawken High School where he joined the newspaper staff and conducted interviews with famous people like Louis Armstrong.

James started working on television in 1964 after dropping out of New York University. He started off as a writer for CBS News and then for sitcoms and documentaries. He moved to Los Angeles in 1965 to write for documentaries made by David L. Wolper. James later worked as an assistant producer and co-writer on the 1965 television program,”Men in Crisis.” Following a chance encounter with producer Allan Burns at a party, Brooks was hired to pen the script for “My Mother the Car” in 1966.
He later contributed to “That Girl” (1966–1967), “The Andy Griffith Show” (1968), “My Three Sons” (1968) and “The Doris Day Show” (1968). His first breakthrough came with the TV comedy “Room 222” (1969–1974). The sitcom Taxi (1978–1983) was Brooks’s next achievement as a writer and producer. It upheld the narrative emphasis on interpersonal interactions between friends and coworkers that he had established on his earlier shows. His latter television producing credits include The Simpsons (1989- ) and The Tracey Ullman Show (1987–1990). In 1978, he established the John Charles Walters Firm, his own production company, along with Stan Daniels, David Davis and Ed Weinberger.
