Linwood was born on October 9, 1955, in Vancouver, Canada. His parents raised him in a middle-class family in Vancouver, where he spent his formative years. He is one of four sons, the second youngest. He is a member of the White Caucasian ethnic group and has Canadian citizenship. In terms of education, he went to a local school in his hometown. For higher studies, he enrolled in a college and later went to the American Academy of Dramatic Arts.

In 1978, He made his television debut in the NBC romantic drama movie “Suddenly, Love”. Later that year, it was when he joined the cast of the drama TV series “Little House on the Prairie,” that he got his big break. He started focusing his skills on the behind-the-scenes elements of television after that. Linwood Boomer stepped into the industry as a writer and producer for the NBC programs Silver Spoons (1982) and Night Court (1984). Boomer proceeded on to the somewhat brief-lived sitcoms like Flying Blind (Fox, 1992-93) and The Boys Are Back (CBS, 1994-95). He served as a writer for both and as an executive consultant for the former and co-executive producer of the latter. This was after producing an adaptation of the popular British sci-fi comedy “Red Dwarf” for American television, which regrettably did not go past the pilot stage. He contributed to the executive producer of the NBC sitcom 3rd Rock from the Sun (1996) as well as the ABC comedy Townies in 1996. He also worked in the same position for the cutting-edge but divisive animated series “God, the Devil and Bob” (2000) (NBC, 2000).
